[arm-allstar] Playnews "Now" command

Robert,
I realized one other thing which I am sure you would pick up but I did
not want to confuse anyone. The path to playnews showed it in the
/etc/asterisk directory. For consistency it should be placed in the
/etc/asterisk/local directory.
/etc/asterisk/local/playnews ARN now 40000
