[arm-allstar] RPi3 - Allstar as Repeater Controller

I have been using one of those Dc-Dc converters for roughly 3 years to
power a Odroid-x2 and a UHFSDR nearly 24/7 .... no issues yet ... ran off
of a 15v 120vac-16v switching supply.
