[arm-allstar] RPi3 - Allstar as Repeater Controller

Josh,
If you are running hamvoip code just type 'rigctl -l' (that's a lowercase
L) at the Linux prompt. It will show you the hamlib supported rigs. Many
are HF but there are a fair number of VHF/UHF there also. Many are shown as
beta or alpha but will probably work fine for most all settings.
