[arm-allstar] RPi3 TX/RX issues

I'm sure that I am having a hw "priority" issue with my RPi3.

I believe that the RPi3 is using the integrated audio chip (1/8" jack
and/or HDMI audio stream) and I need to do some configuring in "alsa-base"
to disable the integrated hardware.

On another note, I reflashed the SD Card with a fresh copy of the HamVOIP
beta for RPi 3, configured it for "my" station, it worked fine! Finally....
then after shutting down to relocate from my easy-chair to my shack, it's
back at square one (as far as the sound priorities go).

Must be something how it logically loads scripts and perhaps this Alsa-Base
script is the place to start?
