There is really no practical way to do that. That is the way they were
recorded. If you want to experiment there is a way with SOX to change the
speed without significantly changing the tempo but it may not suit your
ears. Here is an example. Sox is already installed in V1.5.

Perhaps you should investigate using a TTS from the web. There are a lot of
them out there that allow you to download a sample that you enter. Then you
would convert to use on Allstar. Also you can do it in your own or another
real voice and use that. More info in the TTS howto on the hamvoip.org web
