[arm-allstar] Hang time

 It's probably your Dstar repeater hang time plus the hang time of the
analog Repeater's.  I'm assuming you probably have a mobile (node 29941)
listening to the Dstar repeater. If that is the case there is no AllStar
solution for this. You have to remove the hang timer from the D star
machine or mask it with PL if there is such a thing on Dstar.
