[arm-allstar] Download failures for system updates

Hi Doug,

We've not got any network or overload problems at the server end--no 
alarms from automatic monitoring or any issues reported.

As a further test, I just downloaded several of the files you were trying 
to retrieve and am able to get 100+ MBit download speed to the Denver CoLo 
and about 50 MBit speeds to Asia. This server is hosted in North Carolina.

Please check your local network. Note that your can see these files from a 
web browser, too. So, as a test, you can download via the browser or wget, 
etc. Something like:

wget https://hamvoip.org/arch/armv7h/core/glibc-2.26-3-armv7h.pkg.tar.xz
