[arm-allstar] Admin menu adding node ban allow

Chris,
There is a howto on how to add custom items to the admin menu. Keep in
mind however that we may be changing the admin menu in the future so any
custom items added could possibly be overwritten if you don't use the
methods and heed the warnings in the howto.

A script can just run another script. The simplest file would look like
this -
#!/bin/bash
/usr/local/sbin/node-ban-allow.sh
If this script was called "test" running test at the command line would run
node-ban-allow.sh
