[arm-allstar] Node ban allow menu script

Chris,

If you want it to run without having to be in the directory where it
resides and not having to specify the search path put it in
/usr/local/sbin   Also make sure it is executable. After copying it to that
directory do

chmod 750 node-ban-allow.sh

Then

cd /

and you can just type the name at the prompt.
