[arm-allstar] Tx A Level Setting

Chris,
It should work but some radios are slow to open and also radios like the
THF6A have a battery save feature that basically keep the radio off and
scans every period to see if there is activity. So if this is turned on it
is really slow on the first words when it wakes up.
