[arm-allstar] setting up second node

We really need more info when you have problems. What do you mean by both
ends work manually but will not link. Is the second node a second server or
are both nodes on the same server? What version of the software are you
using? Did you use the setup to set the CW ID or did you do it manually in
rpt.conf?
