Hi Ray,
I think the FT-991 is fully supported by hamlib, for control purposes.
On an RPi3 system, running the command:
rigctl -l 
...shows that the FT-991 is rig #135 and supported. Here is the relevant 
info from rigctl:
135  Yaesu                  FT-991                  0.23.5          Stable
As for audio, you'll have to use a CM-108 or CM-119 audio device, 
currently.
