[arm-allstar] ARRL news Problem

The ARRL news naming problem as Steve stated below was an isolated case
this last week probably due to the personnel changes in the news section at
the ARRL. If you changed anything for this week you can go back to the way
it was.

Doug:  The standard will continue to be what it always has been -- the same
format your script has been using. The error in the naming of the August 4
file was an isolated incident that we hope will not be repeated.
