[arm-allstar] Audio from RF side muted to network side after cron triggered announcement

All,

The circumstances to replicate are tight, but here are the salient
conditions and points...

   - An RF user is talking on the repeater;
   - An Internet user is listening via an IAX app like Zoiper;
   - The crontab triggers some announcement, time perhaps, that plays at
   the same moment the RF user is talking;
   - The system enters a state where the Internet listener no longer hears
   the RF user's audio unless the Internet user makes a bit of noise;
   - When the Internet user makes enough noise equiv. to generating a "from
   Internet" PTT action, the RF audio comes in for a second or two and then
   mutes again;
   - Other RF listeners always hear everything, have no problems and have
   no clue anything is wrong;
   - When the RF user ends his QSO, everything returns to normal with no
   more problems till the next coincidence of an announcement and RF user
   access.

Let me add we are using the RIM-SCOM 7330 with our SCOM 7330 controller
with radio on port 1 and Allstar on port 2. I say this only because the
fact that all RF users can hear the current RF user is independent of the
Allstar system as HAMVOIP has no role to play in RF to RF paths.

Normally, Internet users can transmit on the radio and are able to "mix in"
their audio to any RF user's audio at any time with no trouble at all. The
only difference is when the Allstar system makes an announcement coincident
with an RF user's transmission.

We have a pure Allstar system (no SCOM controller) in a test setting and
will attempt to repeat this test there to see what happens.

Thoughts welcome and TIA.
