[arm-allstar] TX loop

Doug,
Yes, I have duplicated it on 2 radios, 2 different locations when testing.
The loop is often 2-3 key ups, but in testing now, I was able to get 21 key
ups.
The 888 is as far away as the cables allow.
I updated the rxondelay to 5 and I still get the loop.
I don't think its related, but this node has lost its callsign in the voice
ID. Spells out Unknown option now.
