The levels should be set for incoming node audio and RF audio with the TX
level, normally audio A but if you have it hooked to B then B. Then all
telemetry levels should be the same and they are adjusted by telemnomdb in
/etc/asterisk/rpt.conf. This adjusts up or down the level of ID, Time,
localplay, playback, etc. in relation to the incoming node and RF level. By
default it is set at 0dB or no change.

The telemduckdb is how those telemetry levels change when an external node
or local RF incoming level is present. This may be what you are seeing as
this is set to -9dB by default. The purpose of this is to not override the
audio you want to hear with background messages.
You have full control over how these are set and you should experiment.
Just remember that the initial setting should be on the node or RF voice
audio level then adjust the telemetry level up or down from that to suit.
Another consideration is apparent level vs.actual level. Voice content is
complicated and one person could sound louder than another when they are
really not based on measurments. It also appears some are more conscious of
this than others.
