[arm-allstar] AutoSky, A Skywarn script for hamvoip (Doug Crompton)

AutoSky uses the tailmessage command to voice its messages however as
mentioned in the howto you could use the supplied say-wx-alert.sh script in
a cron to say the alerts on a schedule you choose. You could still do it
every 4 minutes calling that script. It would do nothing if there was not
an active alert.
