[arm-allstar] AT&T Hotspot - Issues with Wireless

Has anyone else had this Allstar/Rpi 3   WiFi Issue?
What works:  Current Allstar/Rpi3 Spring 2017 release with WiFi working on a typical home WiFi network.
What isn't working:   Taking same Allstar/Rpi 3 and connecting it to an AT&T WiFi Hotspot.  
Verified:  WiFi connection from Allstar/Rpi 3 - to the Internet working - including DNS resolving, ping and traceroute,...through the AT&T Hotspot.
Our Allstar Node "never registers" with AllstarLink.org  - when using the AT&T WiFi Hotspot.  It does and works perfectly when using the home office WiFi network.  OBTW same problem/issue when AT&T Hotspot is replaced with my iPhone - using it's AT&T Hotspot capability.
Are we going to have to use a (VPN client) from the Allstar/Rpi 3 - when using the AT&T WiFi Hotspot?
