It does sound daunting to debug via email... Maybe I could get you to log
into the Pi and take a quick look? Here are some comments based on the
points you raised:
Yes - did make changes to the myphone stanza in iax.conf to include a
password and callerid.
I'm trying using the phone as a cellphone so there should be no network
conflicts. The IP address is public IP static and it is located on the ISP
side of things on our router so no port issues... I use the same Pi for
Echolink and have no conflicts using my local IP address with it but testing
with cellular as a precaution... Other users are able to use Echolink from
the outside without problems...
Also made changes to Extensions.conf as suggested in that paper I
referenced...

Without having more information it would be hard to diagnose. Did you change
anything in the myphone stanza in iax.conf?
When you say you are attempting to connect to the nodes external static IP
what do you mean by that? Is your public IP static?
One thing that often gets people is that if your phone is using wifi as well
as the cell network and you are at home using it with wifi you must use the
local LAN address to connect to your Allstar server. If you are away from
your home LAN using either wifi or cell you would need to use a public IP
address back to your Allstar server. Since most public IP addresses are
dynamic and can change it would also be a good idea to have a dyn DNS. Often
users make two profiles, one for home using wifi and one for elsewhere.
Also for outside connects you do need to have the iax port your are using on
the server, typically 4569, forwarded in your router. Can other Allstar
users connect inbound to your node?
