[arm-allstar] LAN connection?

Can an allstar-like connection between 2 rpi exist without an actual
internet connection?
I am looking to set up a point to point 2.4ghz link and have 2m radios as
the bases.  If so, a little guidance on how to configure the nodes would be
appreciated.
