     Depending on how much additional gain you need you may be able to run that URI on 5V. Give it a try it is easier because it is just jumper on the 25 pin connector. Jumper goes from pin 14 to pin 25.

After looking at the setup my friend had, the cable maker forgot to provide 12V to the 2x amplifier.They're going to fix this tomorrow and will see what will happen.

Correct. This radio requires a TS-32 or similar add-on to generate these two signals. I can provide the requested info, but it will take me a few days to pull it together.

     Perhaps others will have input but the only reason I can think of that it would not work is if the repeater did not have internal PL and a COS signal indication line coming out.
