[arm-allstar] Conditionally ignoring tone qualifier to key repeatermore quickly

I have built a custom interface for the DR1X. See Yaesu System Fusion under 
'AME Auto Mode Emulation for a photo and then connect to my node 41838 or 
Echolink k8it-L
