[arm-allstar] re App_rpt recompile for rxnotch

Having the output tone follow the input tone, and transmitting IDs with no
tone works to keep the repeater quiet when the link is already quiet.

However, if the link is active with traffic and needs to force an ID to
remain legal the rx notch filter would remove the transmitted ID so it
would not be mixed with the operators voice.
