[arm-allstar] Version 1.3 Weather Script Howto

I was using weather until support stopped. I also agree the current
conditions were nice and most used from weather underground. I typically
would pick a station close to my repeater and would poll it occasionally.
The alerts were nice, but I ended up asking Chris for help with a sleep
timer. During a snow storm it was going off every 10 to 15 minutes and was
over the top.

I agree smart phones have probably made this a novelty though.
