[arm-allstar] Version 1.3 Weather Script Howto

Is there still an issue with Google TTS?  My system is not generating
the wx_forecast.ul or any .ul files.
I'm using the 1.3 release on a RPi2.

The Cron job is updating some of the files because I see them in the
/tmp/wx folders
