[arm-allstar] Allstar on an HT

Thanks, Doug and David.  I decided to give the arsrepeater.com Allstar
device a try.   They have a configuration set up for the Baofeng, Kenwood,
and Wouxon.  I asked how the handle COS, and they say they have a vox
circuit built into the device to create an active high COS.    If it works
as described it will be a good solution that doesn't require modification of
the radio.   I will report back once I have given it a try.
