[arm-allstar] Scheduler reload interval (and how to use the scheduler)

Hi Barry,

Unfortunately, the app_rpt scheduler doesn't allow ranges (e.g.: 06-23),
only whole numbers. The syntax is more primative and much less useful than
cron, IMO.
