[arm-allstar] version 1.3 beta test

Doug ,  yes I'm running two repeaters using Allstar pi2 ver1.0. The other 7 nodes are either simplex or hub radio-less nodes.
Would be nice to incorporate the 1.3 beta version on the two repeater nodes . Thanks

This has been pre-released for those running simpleusb full duplex - like in a repeater - and experiencing echo problems. This fix has no bearing on stability just fixes a sometimes annoying echo in duplex mode.
