[arm-allstar] version 1.3 beta test

There is a little misnomer in the subject. This is NOT 1.3 beta test it is just the fixed channel driver that will be included in the 1.3 releases. This has been pre-released for those running simpleusb full duplex - like in a repeater - and experiencing echo problems. If this is not you please wait for the 1.3 releases which should be out later this month or early next month. This fix has no bearing on stability just fixes a sometimes annoying echo in duplex mode.
