[arm-allstar] Echolink Time Out ?

One thing I have noticed is that if I loose my Internet connection then
my node does not show up on the echolink servers anymore.
The echolink servers will not list my node until I restart Asterisk.
It will do this even when there is not a connection to a specific
echolink node. Also, if my Internet connection is not available at the
time the Allstar node boots, then it will not show up in the echolink
servers.
I have not taken the time to do much trouble shooting, but it acts like
the Allstar echolink code is written such that it expects to be able to
connect to an echolink server on the start-up process and if it is not,
it does not try to reconnect. The same seems true once Allstar is
running, if it looses Internet connection it does not try to reconnect
to the echolink servers.
