[arm-allstar] Quantar and AllStar

We have recently added a Uri with the Beaglebone to a quantar at a 
location. We have great audio going out to the network but for some 
reason we are experiencing low audio coming from the network on the 
quantar. We have tried rx boost set to 0 and 1 with no change. We have 
also tried adjusting it through simpleusb.config with no change. Also we 
tried adjusting simpleusb_tune_usb.config and no change. We have another 
site with the same configuration but that one has a controller and we 
are able to make the difference up adjusting the audio as needed on the 
port the uri is connected to.
