[arm-allstar] Echolink Sometimes Not Loading

Yes, same here--the echolink portal box very rarely gets rebooted, so
whatever happens with echolink hasn't been high on the list. This box does
get a fair amount of use, frequently several echolink connections a day,
some for several hours.
