Hi Eric,
Natively speaking, Linux doesn't have any UPnP client capability--that is
strictly a M$ Windows anomaly. Usually, I wouldn't recommend considering
UPnP at all, since it's a hackers dream tool--allowing a virus/worm
infected computer to completely compromise your firewall!
But, yes, in your scenario, UPnP is likely the only option. Years ago
there were some UPnP "helper" packages developed for Linux. I don't know
what their status is, some quick goog'ling shows most don't seem to have
been updated in many years.
Before even starting down this road, are you certain that the Library's
router has UPnP turned on??? If so, here is a possible starting point:
http://pupnp.sourceforge.net/
....I'm sure "some assembly will be required" to get this to work!
Anybody else got any ideas? If there is enough interest, I might take a
-quick- look at this; but, I'll have to find a UPnP compatible router,
first--I currently have none!

Internet connection like a public library to connect a node to I'll need
a UPD port like 4569 and maybe a ssh port for controll to run a node.
