[arm-allstar] USB Radio Interface Question

Hi John,

When the RPi3 boots, Asterisk immediately tries to find a USB sound FOB. 
So, if one isn't present, it might cause issues, depending on what type of 
config you're trying to perform.

Lightning is no fun at all!
