[arm-allstar] USB Radio Interface Question

I'm rebuilding my node after it sustained damage during a
thunderstorm. After downloading and burning the new image for the
Raspberry Pi3 to a SD card and going through the basic configuration,
I found out that my radio interface is also a casualty of the storm.

Do I remember that NOT having a USB device/interface plugged in can
cause flaky behavior? I'm running into some issues I have not seen
before...
