[arm-allstar] Courtesy tones

Hi Guys,

There isn't a way to dynamically change the "default" courtesy tones,
currently (as far as I know?). However, that would be a very useful
feature, IMO. And, there isn't any reason why this shouldn't work, but
would require some hacks in app_rpt.c.

I'll evaluate this further....
