[arm-allstar] minicom and Rpi2

Local echo is internal to minicom. All it does is print out what you type
in with no consideration to anything else.
A proper loopback test is actually testing whether data is making it out
the connection and back in. If you do the loopback test as David suggested
and see data, breaking the short between the pins will stop the flow of
data back to minicom and you won't see the anything.
In the same situation if local echo is turned on you would continue to see
exactly what you type.
