[arm-allstar] TX Inhibit

Hi Levi,

I'm not sure exactly how you have your remote-base configured. However,
here are the important parts of a solution that works for me. This config
is for dedicated backbone link radios.

In rpt.conf:

[1111]		; Example node 1111, a simplex radio
duplex=0
linktolink=y
hangtime=0
althangtime=0

[nodes]
1111 = radio at 127.0.0.1/1111,NONE,y ; Sample simplex radio node

however, my remote base radio will not transmit if it is receiving a
carrier.  That is, if I tune my remote base to a local repeater and then
connect to my node from the Allstar Web transceiver, I cannot transmit
into the repeater until the repeater's carrier drops completely and my
remote base radio is not longer detecting a carrier.  It is as if there
is a TX inhibitor turned on and my remote base node will not allow
Allstar to switch to TX on my remote base radio unless there is silence
(either though squelch or CTCSS).  Is there an option to permit Allstar
to switch to TX even if a receive carrier is detected?
