[arm-allstar] DSTAR correction

Hi David,

The license on the actual Asterisk chan_dstar channel driver is GPL2.

As for the dextra_cli (and other) applications, I don't know what license.  
I was disheartened to only find x86 binaries, compiled against old, old
libraries. I found these strings are embedded in the binary, for whatever 
it's worth:

[Permission is granted to use this software as long as the callsign KI4LKF 
is printed and not removed when this software runs...
The author is by no means responsible for any damages you may incur by 
using this software.]

If anyone can find the source code, please speak up! Otherwise, I fear
D-Star support is at a dead end without doing considerable 
reverse-engineering.
