[arm-allstar] DSTAR correction

Ken,

OK that might be useful in the future but I would have to say that DSTAR is
way down on our list of things to do. There are many improvements to
Allstar itself that would top the list. I personally don't count a DSTAR
connection as an improvement to Allstar.

Can you tar up the code and send it. Also if someone else with the
knowledge to do it wants to take that project on then by all means go for
it.
