[arm-allstar] Same server nodes can't connect

if you have 2 node on one server they dont need to be on different port, 2
server on one ip adress do need different port. So make sure that both node
on the same server are using the same port number , usely 4569, And do
change any alusion to the other port in your config files and on the
allstar node configuration page.
