[arm-allstar] Net announcement to be herd over the link

I been trying to figure out how I can get the Pi2 to announce the net 
over the link using a recorded audio file.

We have about 12 repeaters linked up using app_rpt and RF, I figure it 
would be handy to use the app_rpt to send the net announcement to be 
herd over the link.

I try to use "rpt playback" but its only herd locally. Would there be a 
way to do this? Only other way I can think of is get 2 more USB Fobs and 
hook them up back to back and send the audio out the Fob and come in to 
the other fob that is linked to the rest of the nodes.
