[arm-allstar] send courtesy beep to echolink users

You've probably got lots if replies... but I don't think sending audio is
possible to echolink users.

You can try this ...
#~> asterisk -rx "rpt playback 41741 filename"

Instead of local playback,  'playback' plays the audio file to all
connected nodes.

By default,  asterisk looks at /var/lib/asterisk/sounds/ for sound files.
If you have a sub-dir under there then it needs to be defined.
Ie: ../sounds/local-files/filename.gsm
Would only have to be called in the command as local-files/filename
Note that the .gsm extension is not needed, either.
