[arm-allstar] send courtesy beep to echolink users

Doug,
I did list the full path and file name in the message.  For some reason it is
showing up in the line right under the command.  Not sure why it did it that
way.  I listed /etc/asterisk/local/node-id as the file I was playing.

It plays the node-id for the repeater but not echolink. 


I have set echolinkdefault=2 and I still don't get any telementary sent to
echolink.
