[arm-allstar] IC-706MK2G CI-V and PL tones

do not do it with channels 1 to 50

but with channels 50 to 99  ( that will cover all 50 pl tones) that is 
the way the code is setup.

i have gotten the ic-706 remote to work with the acid allstar this way.
it will do the same with the bbb and rpi2 build of it.
