[arm-allstar] IC-706MK2G CI-V and PL tones....

Hi Steve,

I just looked thru the app_rpt.c code and it does implement CI-V commands 
0x16,0x42 and 0x16,0x43 --- which enable and disable tone encode/decode. 
That is in the function: set_ctcss_mode_ic706().

However, the set_ctcss_freq_ic706() function, which was intended to set
the actual PL tones used is commented out (#if 0 ....  #endif). See line
16764 in SVN:

set_ctcss_freq_ic706() implements CI-V commands 0x1B,0x00 and 0x1B,0x01
which do NOT work on the 706mk2g that I've got....However, they do work on
many other radios, including my ic-746 (I have confirmed this with hamlib, 
years ago).

If there is a work-around to make this work on a 706mk2g, I'm all ears! I
know several folks (including me!) who could be using this now.
