[arm-allstar] timeout of slow entry of dtmf digits

After some timed trials with a sighted person entering connect node commands I can report the following results 
3 of 5 9 digit connect requests timed out (Echolink)
2 of 5 7 digit connect requests timed out (5 digit allstar)
no time outs of shorter code entries

Doug I thank you for taking a first pass of this issue, but  I am now convinced there is some time limitation when entering the dtmf codes

I also want to acknowledge people who suggested macros, but if we use a new node number the problem remains.
