Steve,

 I think it just does a processor reset which would not be a good idea to do unless it was really hung. It would be nice to have both where one halted it orderly and the other started it back up but I would be afraid that having the button there would result in inadvertent restarts. 

Most people leave these run but I know you are using one mobile. I would probably either install the halt button or use the DTMF halt from the radio before power down. Then at power up it would just boot up.
