[arm-allstar] what parameter to lengthen dtmf access time

A solution would be to program a DTMF sequence into your radio.  On my 
HT I can program up to 10 DTMF sequences.  This used to be used when 
repeaters had auto-patch phone calls.  It takes a bit to program this 
but when you are finished you just press PTT and the number and the 
radio will send the programmed DTMF sequence.
