[arm-allstar] Echolink reconnect problems

Thanks for the reply Doug.

I'm not a huge fan of echolink either.  Seems no one sets their audio 
level correctly.
But, it does provide an additional way for some users to connect.

I'll re-post on the other list and see if anyone has seen this issue.

I got a message from a user that he wants to meet on the air at lunch, 
maybe he has some information on this issue.
